The Kamdhenu Dairy Yojana of UP: A Force behind Rural Dairy Entrepreneurship

The Kamdhenu Dairy Yojana is a mission of the Uttar Pradesh (UP) government for transforming dairy, the second-largest source of income in UP, into an important business enterprise. India´s largest milk-producing state realised the pressing need to shift from the conventional, unsustainable smallholder-based systems of production to modern, organised commercial enterprise and services. The Kamdhenu Yojana had been conceived as a natural enabler for that transition, with its big-ticket emphasis on setting up hi-tech, large dairy farms and maintaining steady access to high-producing milch animals.

The Hindu mythology, as termed Kamdhenu, is the divine cow that fulfils all er desires and accurately symbolises the outlook of the science for enhancing not only wealth but self-reliance to give reliance to individual dairy farming clients, grass level upwards in a systematic pattern.

What is the Up’s Kamdhenu Dairy Yojana?

Kamdhenu Dairy yojana and its people-friendly versions (Mini Kamdhenu & Micro Kamdhenu) were, for the most part, a subsidy and loan facility introduced by the state government for commercial dairy farming in Uttar Pradesh. The initial plan was based on the establishment of extensive dairy industry-type mega units in state-of-the-art animal husbandry and technology.

The basic aim was to make available high-quality germplasm animals (cross-bred and buffaloes) within the state, as productivity in the majority of farms across the state was very low. Entrepreneurs had to set up dairy units and bring in high milk-yielding cattle from other states to upgrade the genetic quality of the local bovine population.

Original Unit Design (Kamdhenu yojana – Before 2018):

Unit Size: The main unit size of the Kamdhenu yojana was to establish a large unit of 100 high milch animals, each composed of (Cows Cross-bred Jersey, H.F., Buffaloes Murrah).

The total cost of the Project total estimated project cost for 100 animal units, is about ₹121.52 Lakhs (bound to be revised).

Funding Pattern:

Contribution by Beneficiary (Margin Money): 25% of project cost (about ₹30.38 lakhs).

Bank loan : 75% of the total cost (around ₹91.14 Lakhs) from a commercial bank.

Note, also, that the original Kamdhenu and Mini Kamdhenu yojana have, for most practical purposes, been replaced or subsumed under later programmes such as the Dr Bhimrao Ambedkar Kamdheni Yojana, which targets 25-animal units with sometimes higher subsidies only for SC/ST categories and generic provisions made in the Uttar Pradesh Dairy Development and Milk Products Promotion Policy 2022. These later schemes are the inheritor schemes of that original vision: large-scale, tech-enabled, subsidised development of dairying.

Who initiated the UP Kamdhenu Dairy Yojana?

The original Kamdhenu Dairy Venture was an initiative of the Government of Uttar Pradesh in 2013. The scheme was launched during the tenure of the then Chief Minister Shri Akhilesh Yadav, in which its execution and running were assigned to the Animal Husbandry Department, Uttar Pradesh.

After its commencement, the implementation and utility of the Kamdhenu yojana were being looked after by the Directorate of Animal Husbandry with liaison support from the concerned Banks/Funding Agencies. The success enjoyed by the first Kamdhenu phase over an extended period enabled the state to adopt and proliferate similar subvention-linked programs (also rechristened, like Dr Bhimrao Ambedkar Kamdhenu Yojana or Gopalak Yojana) to cater to different types of target households or even takerates but in essence perpetuating the continued dominance of this Kamdhenu spirit within UP’s dairy policy.

Advantages of UP Kamdhenu Diary Yojana:

The benefits of the Kamdhenu yojana are many, providing financial relief, technical know-how and infrastructural support to dairy entrepreneurs. Making milk production a commercial enterprise is the priority.

Financial Incentives:

 This was the most important aspect of this original Kamdhenu yojana. The Govt of UP had offered the interest subvention (reimbursement) on bank loans at a fixed rate, for instance, 12% per annum, which is available to the beneficiary farmer up to a period of five years (60 months). This was a huge financial relief for the entrepreneur. Subvention ceiling was made unit-specific (e.g., maximum ₹32.82 Lakhs over five years for 100 animal units).

Capital Subsidy:

 In the newer avatars of the scheme as the Dr Bhimrao Ambedkar Kamdhenu Yojana, the capital Subsidy was a substantial Capital Subsidy would be offered on the total project cost, up to 25% to 33% (for general, SC/ST categories) of the project cost, up to a certain specified maximum amount(e.g.13.86 Lakh for 25 animal units). It is a non-refundable subsidy adjusted against the loan, thereby reducing the EMI.

Loan assistance: 

The scheme facilitates the arrangement of the remaining 75% (or more, depending on the subsidy) of the project cost as a bank loan, ensuring the entrepreneur has access to the necessary capital.

Technical and infrastructural support

High-Quality Livestock Procurement: 

The animal’s procurement from outside Uttar Pradesh, where quality animals could be procured, ensured that the dairy would begin operations with relatively high-yielding potential animals; hence, profitability would immediately occur.

Modern Infrastructure

An entrepreneur would raise all the infrastructure which needs to be built; the creation of modern hygienic scientific infrastructure would finance the construction. Modern milking and chilling equipment(feed godowns and fodder cultivation land development included under the subsequent Dairy Policy 2022), Hyderabad would provide Staff.

Training Toruru District: 

The owners and other personnel. Each entrepreneur would go through mandatory training in modern dairy management practices and approach in the implementation of the project, mostly in animal health concerns, about dairy nutrition and record keeping. 

Economic and social impact 

Enhanced Milk Productivity:

Bringing the high-yielding crossbred and exotic cattle will enhance both productivity per unit hectare and milk quality, further consolidating UP’s position as the leading milk producer in India.

Professional Dairy Farming: 

The program aims to move away from unorganised subsistence dairy farming and convert it into a professional, organised and commercial practice.

Process for Kamdhenu Yojana UP Login:

The application and login procedure of the Kamdhenu yojana or any subsequent programs (eg new Suda cattle (dairy) schemes is mostly offline, not via one site’s unique direct “login”, but through various state portal sites.

No official public login, but for the Original Kamdhenu yojana.

The original Kamdhenu and Mini Kamdhenu yojana didn’t have a straightforward, public-facing online application section and login page in the manner of many contemporary Central Government schemes. It used to be available through the relevant offices.

For the current high-tech dairy proposals in UP, this is how you generally apply:

Approach Department:

 Interested entrepreneurs should approach the Office of the Chief Veterinary Officer (CVO) /Extension Veterinary Officer in their respective district.

Application Form: 

The application is filled up in the prescribed form along with the latest guidelines of the concerned high-tech dairy scheme (i.e., Dr Bhimrao Ambedkar Kamdhenu Yojana/schemes under Dairy Development Policy 2022).

Preparation of Project Report:

 The prospective entrepreneur will have to prepare a detailed project proposal covering the technical and financial information, including land, animal building at, procurement of animal shed construction, estimated sale value, etc.

Submission:

 A duly filled application form along with detailed PR and all essential testimonials( land proof, identity proof, bank passbook, caste certificate – if applicable, etc.) is submitted to the office of District Animal Husbandry.

Bank Approval: 

The application is scrutinised by the District Level Committee and forwarded to the concerned commercial bank for appraisal of the loan, and finally approved by the Directorate of Animal Husbandry.

Departmental Portals for Monitoring:-

Even if the app is mostly offline, the public can access Put, does has a page for web monitoring/approval and official login by administrator users in UP Dairy Development 

Department:

Uttar Pradesh Dairy Development Department generally uses a portal like updairynivesh, and others (or any equivalent official website of UP Animal Husbandry Department) for PFC, PAC & AC login ON tracking and processing of application and disbursal of capital subsidy. This is an access for staff, not a public application facility.

To sum up, to be part of the scheme, you won’t find a direct login link; you’ll need to go to your District Animal Husbandry Office for updated guidelines and physical forms to apply.

The Kamdhenu Diary yojana, refined and reframed into newer, more targeted programs, continues to be a major reference model for dairy development in Uttar Pradesh.
